We are using Oracle 10 G database. An .net HMI is connected to it. every seven days this HMI gets slow. this would again work fine only after restarting Oracle DB. We minimized the problem to restarting orcale services and console from Service administrator. But we are unable to resolve the issue. Can someone help in understanding why we need to restart DB? Or what all things get reset when Orcale services are restarted?

    Oracle version is 10.1.0!!

Since you posted nothing of real value with respect to the version you are running no one can tell you why this is occurring. Post the actual release, such as 10.2.0.1, 10.2.0.4, so someone will be able to decide if this is a bug that is fixed in a later release.

10.1.0.? Versions have at least 4 numbers separated by decimals; what you have provided doesn't help. Also 10.1.0 is 4 major releases behind so it's very likely you'll need to upgrade to fix this 'problem'.
