How to Configure Toad for Oracle?

    You should run the Net Configuration Assistant to create/configure your listener.ora (I mentioned this in a prior response):

    Start->Programs->Oracle->Configuration and Migration Tools->Net Configuration Assistant

    Follow the screens and prompts and you should have a listener running.

    I tried to start the Net config assistant before as well but it just wouldn't start. Nothing happens once I click on it. :( Any other way to configure the listener?

    You're running on Windows which requires a listener service which the Net Configuration Assistant creates and starts. I've never tried to manually create a service so I have no knowledge of how to do that. Manually configuring your listener.ora is one thing; having a service which uses that config on Windows is another which I can't help you create outside of the assistants.
