During the start up of the database , very high number of redo logs are getting generated

27 Redo logs have generated in 1 Minute and Till the Application (SAP , Standalone java portal system) is in starting status a Total of 198 Redo logs got generated

once the application is up and Running , This High redo log generation stops.

    Oracle database

Application is SAP Standalone java portal system which is using the Oracle database.

Please suggest , who is creating these heavy redo logs

Transactions. Inserts/Updates/Deletes create redo and fill redo logs and causing log switches. Since you're running in archivelog mode (it's a production system so you should be if you're not) you can check the size of the archivelogs generated. If they're roughly the size of the redo logs then they are filling up with transactional activity and switching. If they are much smaller it could be a series of 'alter system switch logfile' statements issued by SAP (although I would doubt that). Also, please get the terminology correct, redo logs are not generated, they are written to. Archivelogs are generated. Those are different as they are static copies of the redo logs to preserve the changes recorded because the redo log mechanism is a circular operation -- log 1 -> log2 -> log3 -> log1 ... -- so this preserves the data so it won't be overwritten by the redo log writes.

Without more information it's difficult to say any more.
