    Here not everything is so simple...

    Yes, one expert can be engaged in setup of productivity of a system.

    But also, the Best results in case of the solution of such class of tasks will be reached when the command of experts works.

    Beyond what Sergey indicated, it matters a great deal whether you are talking about tuning the server itself or SQL. There are very different methods involved between the two.

    A Google search for "Oracle SQL Tuning" turns up hundreds of possibilities. As is pretty common (Google is good), the top ten are all pretty good options. The best place to start is probably the Oracle documentation on the topic:

    As has been said by others you've asked a very broad question; obviously you're experiencing what you think is a performance issue and you want to address it. Knowing WHAT that issue is makes a huge difference in what responses you receive.
