To create a journal entry in your ledger we have to give 3 information
    1.Batch or header information
    2.source and Catageroy Informations
    3.line information

    Ambati,

He is not asking how to enter a journal. He wants to know What needs to be done to enter a journal? So many dependencies. Best is for him to refer to the Oracle Guides and even TE40's are there.
But to give him a heads up... Broadly

    1) He should have the appropriate responsibility.
    2) The Period in which he intends to enter the journal needs to be open.
3)The Code Combination should be valid i.e without any rules obstructing it or dynamic inserts should be on.
4)The Currency and Rate Information exist for the date on which he is entering the journal.
5)The debits should match the credits unless suspense posting is allowed.
6)If approval limits exist journal will have to be approved before he can post or if they do not exist or allow preparer approval is in place then he will be able to enter and post.
7)All the setups affecting Journal entry should be valid. For eg if he uses a category which is no longer valid it will stop him proceeding further.
8)When Budgeting is used , funds checking will have to be passed before being allowed to progress.

    Hope this helps.
    Ramji
