We have legacy systems and I want to know that can we setup only EBS financial modules ?
Scalability is a fundamental feature of ERP. You can setup any or all of the ERP finance modules and depending on what information and integration level you want you can decide which product needs to be implemented. But make sure from a systems integrity point of view have a single source of truth.

Nope. It is not mandatory to do a full blown setup. Business Org, KFF and specific areas need to be setup. You can get the list of setups for each module and the dependencies in the Oracle Guides for each of the modules you are planning to implement. Say if you do not buy a HRMS Licence a component required while doing AP like say employee can be setup from a form which will become available in that module.
Now say if you have implemented HRMS then it will not allow you to setup from the form within AP and son on.
