Can you please check whether the Job Start Date is <= the Start Date of the position you are creating. With DateTracking functionality in HRMS this could be one of the issue.
Otherwise please list down (in short) the steps you have performed.

    Hi,

Before you define position you need to set up
    1. Organization
    2. Job
So, as you have rightly said your 'Position 'Start Date' should be on or after 'Organization' and 'Job' Start Date. Then only you will find values in LOV associated with 'Organization' and 'Job' fields of the "Position' screen.
