On your Windows 7 system, in the list of services installed, there would be an Oracle Listener Service. This is the service which receives the requests for connection to the Database. Check whether the service is running by opening the Services Window from Control Panel. If it is running you need to try and ping it with TNS Ping.

TNSPING is a utility in the ORACLE HOME/bin directory and used to test if a SQL*Net connect string can connect to the listener (check if the socket is reachable). Open Command Prompt and browse to ORACLE HOME/bin directory and type tnsping myDB (where myDB is the name of your Database).

That's a very vague request. We cannot do your work for you. But we can indeed help you solve problems and give you pointers on what direction to take when you explain your requirements clearly.

    Re: cannot*establish*a*connection*to*jdbc:eek:racle:thin: @localhost:1521:ORCL*using*ora

With SCOTT you should be able to change the password at login:

    Code (SQL):
    SQL> CONNECT scott/tiger
    ERROR:
    ORA-28001: the password has expired

    Changing password FOR scott
    NEW password:
    Retype NEW password:
    Password changed
    Connected.
    SQL>
Notice this automatically occurs for logins with expired passwords on 10g and later releases.

Please post the exact commands you used to try to connect as sys; it's likely an error in how you presented the login/password information to Oracle. Also SYSDBA and SYSOPER are not logins, those are privilege levels associated with the login.
