    How to take backup of complete database without data in oracle 11g

    You cannot; RMAN backs up the data. You can EXPORT a schema or database without data but that is NOT a backup.

    Is it any other way to duplicate full database but with no data

    If you have the scripts you used to create the tables originally then create a new database, create the user and run the scripts. Other than that the only way I know is to use expdp and export medata_only (that doesn't copy any data, just the tables, indexes and other objects) and then import into a new database.
